The province of Alberta desired a contemporary landscape expression while retaining deference to the Grounds' historic BeauxArts axial geometry, defined by a series of historic elm trees allées. The grounds are situated on a bluff above a steep river embankment. A key design goal was to transcend topography to connect the Grounds with the river valley below.

The design concept is a flowing “ribbon” walk that introduces a new geometry on the site as an overlay to the historic plan. Integrated into the Ribbon are a series of bridges that provide universal access from the city to the river. Along the Ribbon-walk, new gardens and interpretive water features further celebrate the Legislative Grounds' history and connection to the river.  O|CB Principal Meghen Quinn was Lead Designer at Project Manager while at another firm.
